Warren was founded along the Mahoning River in 1798 by landowner Ephraim Quinby, who named the town after his surveyor Moses Warren. The town became county seat for the newly formed Trumbull County in 1801. When a fire swept through one side of the town square in 1846, destroying several buildings, residents quickly rebuilt them. Warren remained a quiet mill town and trade center for neighboring townships until later in the 1800s when the railroads connected it, making the town appealing to several manufacturing firms.
