Located in Hartford County along the Connecticut River, Windsor Locks was named for a group of locks that form part of the Enfield Falls Canal which is used to bypass shallow portions of the river. Known as "Pinemeadow" for years, the town was incorporated in 1854 as Windsor Locks. This 1913 town booster memorializes Windsor Locks' select men: James E. Lally, James W. Gantley and Edwin Upton; its Board of Assessors: Edward Maher and W. J. O'Brien; and its Collector of Taxes: James E. Murphy.
